3680871 - Missing business role causing inability to edit settlement rules in investment projects - SAP S/4HANA Cloud Public Edition

Some users cannot add or delete the Settlement Rule for WBS elements in investment projects.

SAP S/4HANA Cloud Public Edition

1. Access the target system.
2. Attempt to edit the Settlement Rule for WBS elements in an investment project using affected user
3. Observe that the users can only preview the WBS elements but cannot add a new row.
4. Compare this behavior with another user, who can successfully edit the Settlement Rule.

Business roles and/or restrictions management necessary for editing certain projects under specific Company Code / Cost Center / Profit Center / Project Profile / etc... combination is missing for the affected business user.

To address the issue effectively, please verify the business roles assigned to the affected users and ensure that all required roles are properly assigned. Specifically, at least one of the following business roles (or their derivatives) and catalogs must be maintained for the app Maintain settlement rule for WBS element (WBS_SETMT):

- Roles: SAP_BR_OVERHEAD_ACCOUNTANT, SAP_BR_PROJECT_MANAGER_PROF, and SAP_BR_PROJ_FIN_CONTROLLER  
- Catalogs: SAP_FIN_BC_OH_PE_PSE_PC, SAP_PSP_BC_INTERNAL_PROJ_PC, and SAP_PS_BC_PROJ_CONTRL_MC  

Once the roles and catalogs have been confirmed, please ensure there are no restrictions within the roles that could impact the settlement rule modification process. Pay particular attention to restriction types related to Projects and Enterprise Projects, such as S4PPM_PR1. Additionally, review whether the affected Project's master data, visible in the app Project Control - Enterprise Projects, falls within the scope of these restrictions to have authorization.
