3681779 - Adding a Goal Comment via Goal Plan updates the completed Performance Form

When Latest Form Experience is enabled, adding a goal comment directly under a goal plan that is connected to a completed form will update the form's goal comment section.

SAP SuccessFactors Performance & Goals 2505 & 2511

1. Enable Latest Form Experience.
2. Open a completed performance form that has a goal section.
3. Observe that goal comment cannot be added under the completed form.
4. Go to Goals tab and open the Goal Plan that is connected to the completed performance form.
5. Leave a comment under a goal that is present in the completed performance form.
6. Check the completed performance form again, and observe that the newly added goal comment appeared.

This is expected behavior.
