Symptom
A future-dated Onboardee has been processed through Manage Pending Hires, and is now awaiting their hire date in EC. However, they need to be processed as a No-Show. When selecting 'Take Action' > 'Report No Shows' on the profile, the 'No Show Reason' drop-down, which shows the event reasons which can be used for No Show, shows 'No Data' or does not show the expected event reason.

Reproducing the Issue
- Log into environment
- Go to the employee profile of the future-dated Onboardee hire
- Take Action > Report No Shows
- Select the 'No Show Reason' drop-down field
- See the field shows 'No Data', or does not show an expected event reason
Cause
The future-dated Onboardee has not been converted to an internal employee yet as their hire date has not been reached, and so they are still an external candidate. As such, permission to the event reason(s) needs to be granted on 'All (External Onboardee User)' target population in order to be applicable to the Onboardee's profile.
Resolution
The person who is trying to process the No-Show action should have permission to the 'No Show' event reason(s) in a permission role assignment group with a target population of 'All (External Onboardee User)'.
