3682311 - IPS fails to sync SuccessFactors users when only a personal email is maintained in Employee Central

Symptom

IPS is skipping certain users during synchronization from SuccessFactors when using SCIM API version 2.

When checking SCIM API logs, it shows that email data is missing for these users. Further investigation reveals that the affected users have only personal email address maintained in Employee Central (EC). Users with business email addresses are provisioned successfully.
