3682320 - How to create State entries when FSM Connector (CPI) is used instead of ERP

Symptom

SAP Field Service Management (FSM) does not provide a UI option to create or maintain States. Unlike Countries, which can be managed via MDM, States are normally populated from ERP integration (e.g., SAP S/4HANA, ECC via Proaxia/E4C, or SAP Business One).When FSM integrations are used (via CPI) instead of an ERP integration, the State DTO remains empty because no backend system provides the State data.
