You could have a normal (2) data set in your declaration while being an authorized consignor and therefore using simplified activity sequence, and vice versa. However, the standard scenario is to have a normal (2) data set either for declaration on premise or at border.

You have chosen a simplified (1) declaration at the border. This is quite a common issue as in e-dec those values were exactly the other way round, e.g. old data proposals from e-dec lead to that issue.
