3. Candidate is in rehire step

Candidate entered the second rehire verification step instead of the pre-onboarding rehire step.

1. Ensure that the candidate is in the first rehire verification step.
2. Confirm that the (ONB) Pre-Onboarding Rehire Template is enabled before the candidate enters the first rehire step.
