3682796 - Missing refer a friend button in ICS after 2H2025 Release - Recruiting

The refer a friend button is missing on the internal job posting after the release.

SAP SuccessFactors Recruiting 

1. Open Internal Career Site powered by CSB
2. Find and open a job posted both internally and externally
3. Note the refer a friend button is not displayed 

The unavailability of the BizX API server during the release deployment is the underlying cause. 
If the BizX API server is still down while the RMK career site server is back up, then the RMK career site will try and fail to download the employee referral configuration, causing the button to not appear.

The re-try logic which was deployed with this release is actually auto-resolving this issue. 
With this enhancement, the RMK career site will try again every 10 minutes until the configuration is retrieved successfully.

This process is not instantaneous though. It may take 30 minutes after trying the first time, hence customers still saw the issue.
The site reload triggers a cache refresh though which cuts down on the wait but this made it look like it was required for the button to reappear.
In fact, if affected customers had retried accessing the Job details page at a later time the button would have become available again without any further action.
The CSB site reload simply accelerated the process.

We are investigating the possibility to refresh the cache automatically.
