Symptom
Dynamic modification at characteristic level is defined in the header of the inspection plan and dynamic modification rule is assigned to the characteristic.
Usage decision had been made for the corresponding inspection lot, but quality level is not updated as expected.
For example, in dynamic modification rule it is defined that after one rejection next stage should be 30.
The characteristic valuation is Rejected in inspection lot (10000019961 at below example).
But quality level stays at skip stage, so in next inspection lot (10000019962 at below example) characteristic is still at stage 20 (skip).
