3683236 - 409 Conflict 'A user with the same primary email already exists!'

Symptom

  • When provisioning users to IAS, the following error appear in the error log:
    • error=The request to create an entity has failed with: 409 Conflict 'A user with the same primary email already exists!'
      The attempt to retrieve the existing entity from the target system was unsuccessful. No resource found from https: //<tenant ID>.accounts.ondemand.com/scim/Users?filter=userName eq "XXXX",
       
  • The property ias.user.unique.attribute is set to userName
  • The email address of the user is unique
