When does the welcome card appear for a user in the MS Teams app for SuccessFactors?

Users did not receive the welcome card when reinstalling the SuccessFactors Teams app

The Welcome card in Teams appears when the app is installed at the first time - once the user install it from the apps store. 

Due to the communication between Microsoft and SuccessFactors, when you reinstall the app, the welcome message does not appear.
