3684207 - Allow user to create security material without editing or deleting artifacts/packages

• When attempting to create User Credentials in the Foundry environment, the deployment fails with the error message: "Deploy artifact failed: You are not authorized to perform this operation. Contact your tenant administrator for permission. Message: Forbidden."
• The operation succeeds only when the user is assigned one of the broad roles, AuthGroup_IntegrationDeveloper or AuthGroup_Administrator, which also grants additional unwanted authorizations, such as the ability to edit/delete packages and artifacts.
