Symptom
When attempting to create a New Central Logistics Model Template, system throws error messages as below :
Value 2 is not valid
Value in field Operation Category must be equal to one of the following values:10, 1, 3
Save failed

Reproducing the Issue
1. Navigate to Business Configuration Workcenter.
2. Select the implementation Projects view
3. Select and choose Open Activity List
4. Select Fine-Tune Activity.
5. Search Central Logistics Model Templates and click on open
6. Under Operation Types click on Edit Operation Types.
7. Choose Add-row
8. Create a new custom Operation Type with a code starting with “Z”.
9. Set Operation Type as Pack and Operation Category to Pack (2).
10. Activate the Warehousing indicator.
11. Click Save.
12. The system raises the error :

Cause
In SAP Business ByDesign, only the operation categories 1 (Supply), 3 (Make), and 10 (Move) are active in the current configuration. As a result, attempting to save an Operation Type using Pack (2) results in a validation error.
A custom Operation Type can be named, but the Operation Category must be one of the standard categories: Supply, Make, or Move and it also functions on the basis of the standard operation categories .

The system is behaving as expected
