Starting from 2H 2025 release, an error occurs when trying to Give Feedback in Continuous Feedback: "Unable to select because *user* doesn’t have permission to access feedback data. Please choose another recipient."

1. Go to Continuous Feedback
2. Attempt to "Give Feedback" to another user.
3. Observe the error "Unable to select because *user* doesn’t have permission to access feedback data. Please choose another recipient." 

Employees, who don't not have access to Continuous Feedback, can't be picked up as feedback recipients.

This is the new Continuous Feedback design.

Previously, if a feedback was sent to an employee who had no access to Continuous Feedback, the recipient could not review that feedback. 

Therefore, we have enhanced the behavior, now allowing the users to Give Feedback only to those recipients, who are able to view it.
