3684962 - Material cannot be added to Mobile-Created Activities when activity.personal flag is set to true

Symptom

Users are unable to add Materials to activities that were created on mobile. The Material tab may be visible, but adding a Material is not possible. The same activities work correctly when created or accessed on the web (Planning and Dispatching)
