3685496 - Error starting LDAP Connector at operating system level

Symptom

An defined LDAP Connector has to be started in T-Code LDAP but the start fails with error message "Error starting LDAP Connector at operating system level".
The error message number is LDAP070.

When checking the long text of the error message a command can be seen which could be used to start the LDAP Connector from OS level. 
The command indicates that no gateway host and service is set. Means that no value can be seen behind the options -x and -g.
