3686289 - Saving the destination with Proxy Type set to OnPremise fails because the system requires the URL to begin with the http:// protocol.

Symptom

In a Cloud Foundry subaccount, when you configure a destination with Proxy Type set to "OnPremise" using an HTTPS URL, the system prevents you from saving it and displays an error "URL must be configured with http:// as schema when using Proxy Type OnPremise"
