3686430 - Goods Issue reversal of Replenishment delivery is allowed with existing Inbound delivery in STO scenario.

Symptom

For STO scenario after Goods Issue is done in Outbound delivery, Inbound delivery will be created with SPED output type. If we do reverse Goods Issue, system is allowing to do reverse Goods Issue even though Inbound delivery is in active status
