3686433 - Recovery Does Not Progress After "INQUIRE Finished Successfully" When the FILE Backup Set Is Incomplete

Symptom

During a database recovery using a FILE-based data backup, recovery may not progress further after the INQUIRE phase.

The backup.log shows entries similar to:

RECOVERY INQUIRE started
RECOVERY INQUIRE finished successfully

After these entries, recovery may not progress further as expected.
In the observed situation, the RECOVER DATA step did not start.
