3686733 - Deleting development goals in Performance forms throws error

In performance forms’ development goal section, when users try to delete a development goal, the UI throws an error:

"Record for entity goal with key goal/id=xxxx does not exist. Please check the key value."

Despite the error message, the development goal gets deleted successfully.

The issue is present regardless of whether the development goal was created directly in the form or in the goal plan.

When goals are deleted through the development goal plan, the error message doesn't appear and the goals get deleted this way as well.
