Symptom
A transport request for system-wide Business Functions includes the complete configuration snapshot from the source system, not just the individual changes. Upon import, the target system performs a comparison between the incoming configuration and its own current state. It then calculates the difference and applies only the net changes. For example, you want to transport 3 system-wide BF. If you have 10 Business Function turned on in your DEV system, you need to have the same 10 Business Function turned on in the next system. When activating the 3 additional Business Functions, the whole setting is imported, that is 13, difference is calculated with the next system, only the 3 additional Business function will be activated in the next system.
