You have installed license for tenant separately. When the tenant license is invalid and System DB license is valid, you found the tenant was not locked immediately after DB restart. Tenant still responded though HANA Studio shows: System locked; license is invalid or expired. 
After a while, tenant stopped responding and you started getting error: only commands for license handling are allowed in current state
