3688183 - Roles approved before escalation are reassigned to alternate agents in access request provisioning

When a provisioning request with multiple roles (each having different owners) is submitted, roles already approved before the 4-hour escalation are still re-assigned to alternate agents once the escalation triggers. Agents must re-approve roles that were previously completed, instead of only addressing the ones pending at escalation time.
