Symptom
- An error occurs when editing recurring deductions for future-dated employees hired via ONB 2.0. The error message displayed is: "No permission to Correct Record for the Selected User."
- The issue does not occur for future-dated hires added via "add new employee."
- Permissions for both employee and external onboardee as targets have been verified.

Reproducing the Issue
- Try to edit the recurring deduction record for a new future dated new hire
- Get the error "No permission to Correct Record for the Selected User".
Cause
Expected behavior
Resolution
As per system design, the action to edit recurring deductions for future-dated records is not supported for Onboarding users. During the permission check, Onboarding users are excluded from the Target Population Criteria, preventing this action from being applied.
