Symptom
- The candidate completed I-9 Section 1 timely but did not provide a Social Security Number (SSN), which led to the generation of the step "Complete Form I-9 Section 1 Awaiting SSN".
- When clicking this step, the warning message "Form I-9 Out of Compliance. Start date xx/xx/xxxx, overdue x days. You are not in Compliance with DHS requirement to complete the Form I-9 within 3 federal business days of the new employee’s start date…" appears.
- The candidate believes the original I-9 Section 1 was completed correctly and timely, and the violation warning is incorrect.

Reproducing the Issue
- Complete I-9 Section 1 without providing a SSN.
- The step "Complete Form I-9 Section 1 Awaiting SSN" is generated after e-signature of I-9 Section 2.
- Attempt to complete this step.
- Observe the warning message: "Form I-9 Out of Compliance. Start date xx/xx/xxxx, overdue x days. You are not in Compliance with DHS requirement to complete the Form I-9 within 3 federal business days of the new employee’s start date…"
Resolution
This behavior is in line with the requirement from DHS. If the I-9 is not completed within 3 days after the start date due to a missing SSN, the "Complete Form I-9 Section 1 Awaiting SSN" step is triggered and the warning message occurs, requiring the user to complete the I-9 correction process and eventually proceed to trigger E-Verify.
