This KBA explains a change since CE2508.4, regarding the incompleteness check handling for returns order item follow-up activity 0007

Before CE2508.4, when the follow-up activity is 0007, the complete returns order item can be released although the returns order header is incomplete (e.g., missing "Order Reason", or any one of the other items is incomplete).

Since CE2508.4, an improvement is provided. As long as the returns order header is incomplete, all its items cannot be released for the follow-up activity 0007 and all other follow up activities (except for 0002/0003/0014).

Regarding the exceptional follow-up activities 0002/0003/0014, there is no change to the current behaviour. The release of the complete returns order items with these three follow-up activities will not be impacted if the header or other items are incomplete.
