When users download documents for an application using Download Documents feature in Latest Applicant Workbench, the time zone shown is PST despite both the Logged in and Proxied User having different time zone (Not PST).
The time zone shown in the downloaded document should be the logged-in User's time zone, but it constantly resolves as PST.
