Symptom

All users have valid licenses, and no overuse has been identified but still warning message indicating a license overflow despite the number of assigned licenses matching the licensed users.

SAP Business ByDesign

Reproducing the Issue

  1. Navigate to the Service Control Center work center
  2. Select the User Subscriptions view
  3. Notice the warning message "You've exceeded the number of licenses. Please purchase additional licenses using the button below" 

Cause

The assigned users count is exceeded and that is the reason warning message "You've exceeded the number of licenses. Please purchase additional licenses using the button below" is shown.

Resolution

System is working as expected.
