3690410 - Dependent Not Unenrolled Automatically From Benefit Despite Tracker Deeming Them Ineligible

A single (1) dependent is enrolled in a 'dependent-only' benefit, and is intended to be removed / unenrolled via the "Benefit Dependent Eligibility Change" tracker. The tracker job runs on the date and the rule trace shows them not being eligible, but the tracker job log shows no changes to the enrollment and the dependent is not unenrolled as expected.

1. Log into environment
2. Go to 'Benefits Admin Overview' > 'Benefit Dependent Eligibility Change' and identify the tracker for the dependent (e.g. 'ineligibility date' of 01/01/2025)
3. Run the 'Master Data Change' job on that date (01/01/2025) - the expectation is that the dependent is now deemed ineligible as the ineligibility date has been reached, and they are unenrolled from the benefit
4. Download the job log, see the report shows there were no changes to the enrollment record, and the dependent was not unenrolled as expected

Since the dependent was the only eligible/active user on the benefit enrollment, the system throws an internal error when trying to remove them from the enrollment, as the enrollment record would have no remaining eligible dependents and the system is not able to automatically set the enrollment to 'Inactive' status.

If the benefit enrollment record has more than one eligible dependent and one of them is removed, the issue does not occur, as there is still at least one remaining eligible dependent on the enrollment.

There is currently an internal enhancement being discussed for this scenario, so that if there is no eligible dependent available, the dependent should be removed and the enrollment set to 'Inactive' accordingly. Currently there is no timeline for this enhancement, but you can provide the ID BEN-17644 to your CSM for them to track accordingly.

In the meantime, as a workaround, the dependent can be manually removed from the enrollment and it can be manually made 'Inactive' as of the intended date.
