3690704 - Joule Fails to Return Data with error 'You haven't specified such information in the system' for Effective-Dated Portlets with View-Only Access

Symptom

For all effective-dated portlets, when a user has only View permission and no Edit permission, attempting to retrieve data such as using “View my Job Relationships” in Joule returns the message “You haven’t specified such information in the system”, even though the data does exist and should be returned.
