3690744 - Guided Sourcing To-do tasks can be started while Review tasks submit button not available

For tasks coming from the Guided Sourcing full project template, the option to Set to started and Submit is available for To-do tasks but not Review/Approval tasks when the project is created.

In Guided Sourcing quick projects, the To-do tasks and the Review/Approval tasks behave both have the option to be started when the project is created.
