3691249 - None-material ETO order is not supported - SAP S/4HANA Cloud Public Edition

When creating an ETO(engineer-to-order) production order with reference to WBS without material, the error "FCO_EBW 099 - Non-valuated material receiver not allowed in Engineer-to-order" occurs.

Standard behavior. None-material Engineer-to-order (ETO) orders are not supported at the moment.
