3691576 - MTAR deployment fails with the error "Service broker error: Service broker xsuaa failed with: Instance secret is no longer allowed to be used."

This issue will appear during MTAR deployment, specifically during service binding operations.

When users attempt to deploy MTARs that bind applications to these older HTML5 repository instances, the bindings fail with the error:
"Service broker error: Service broker html5-apps-repo-sb failed with: Failed to obtain UAA cloning binding information. Status code: 400. Body: {"error":"Instance secret is no longer allowed to be used."}"

The error message mentions both html5-apps-repo-sb and XSUAA.

• HTML5 repository instances created before January 28, 2021
• Both app-host and app-runtime plans
• Instances that have never been updated to use binding-secret
