3691833 - OMD9: Error 61531 shows instead of warning msg 61531 when maintaining special procurement key .

Symptom

In T-code OMD9, when maintaining special procurement key=40 - stock trans fer from plant to plant, it is required to enter a supply plant.
Otherwise, the system will display a warning message 61531. 
However in some cases, the system issues the error 61531 instead of a warning message.
