3692031 - Entity Restriction not getting enforced in Permission Restrictions for a Role in LMS

When configuring a Security Domain Group ID in Entity Restrictions, and selecting "Apply to All Entities", the changes are not reflected in some permissions in "Permission Restrictions"

1. Access Learning Administration, and go to "Role Management" >
2. Click to Edit a role or create a new one >
3. Select the desired permissions >
4. On Permission Restriction, select a Security Domain restriction to some permissions >
5. On "Entity Restriction", select a different Security Domain Group ID and apply to all entities >
6. The changes are not reflected on the Permission Restriction tab for the permissions which had the Security Domain manually selected.

When a Security Domain Group ID is manually selected at the Permission Restriction level, the system understands that the security domain for that permission must be different, therefore, it will not consider the changes made at the Entity Restriction level even when "Apply To All Entities" is selected.

Manually change the Permission Restrictions to reflect the updated value
