3692248 - Managers cannot access subordinates assigned curriculums when the Curriculum Compliance link is not available

Managers are not able to view subordinates assigned curriculum from Team View when the Compliance Indicator is not present.

1. Navigate to Team View
2. Find a Subordinate that has curriculums assigned, but none is about the expire (meaning the Curriculum Compliance indicator is not showing).
3. There's no way to access any of the curriculums assigned to users.

Based on the analysis provided by Engineering and Product Management, this behavior in Team View within ILX is now expected. Specifically, if users do not have any future curriculum assignments that could potentially become overdue, the Curriculum Compliance indicator will no longer be displayed.

To ensure managers can review the courses assigned via curriculum to their subordinates, they can run a report to check the user assignments.
