3692333 - S4P - service is aborting: loadTopology: Failed to request root keys for database from primay data center

Symptom

After replication setup, on the secondary site, SYSTEMDB is up and in sync, but tenant database can not be started.

Error messages like the following can be seen in secondary's indexserver trace files:

TREXIndexServer.cpp(01949) : assign failed with ltt exception. stopping service... :
exception 1: no.7010003 (TREXNameServer/SecurityUtils/RootKeyStoreDistribution.cpp:64) TID: 156108
service is aborting: loadTopology: Failed to request root keys for database from primay data center
