It is not possible to achieve such configuration with a single email template.

1. For this scenario it is necessary to create multiple email templates, each with dynamic groups of recipients corresponding to specific countries.
2. Develop a business rule and incorporate it into the filter business rules.
3. Use the "Set Up Rules" section of the email template to select the appropriate template to trigger based on specific conditions, such as the country.
