3692783 - Optional onboarding tasks sending reminder email notifications

Reminder email notifications are being sent to assignees of optional onboarding tasks.

Previously Reminder email notifications were only sent for required tasks.

Previously, only required tasks have assignees.

So the email only be triggered for required tasks.

Since 1H 2024, assignee is mandatory for both optional or required tasks.

As the result, emails are triggered for both optional or required tasks.

The reminders will be sent for both according to the configuration of the email template.
