• User is still able to be activated and consume license even all of licenses in this SAC system have been consumed
• Only the warning message (instead of red error message) "The number of available Business Intelligence licenses have been exceeded. You cannot update the users with these licenses anymore. Reallocate the licenses or consider an upgrade to your plan." would appear at the bottom of the Users page when activating the user
