Custom Translation for Tobacco and Health Check information Labels are not showing on the "Your Family Members". Text is only modified for the  "Review Family Members".

To correctly change the translation in both screens, there are three keys that need to be modified:

BENEFITS_TOBACCO_USAGE_DATE_LABEL
BENEFITS_HEALTH_CHECK_USAGE_DATE_LABEL
BENEFITS_TOBACCO_HEALTH_CHECK_USAGE_DATE_LABEL

From Admin Center, go to Manage Languages:

If you already have a custom Translation created, click on it (1)
If you don't have one yet, click in Action > Create Custom Translation (2). After naming and saving, it can take a while for the system to finalize the creation for you to be able to modify it. 

Once you open the custom translation, the "Translation Revision" page will open (3).
In the search bar, you can look for "USAGE_DATE_LABEL" (4), and all three keys will show on the "Message Key" column (5).
The "Custom Translation" column (6) will be empty if you don't have any text defined yet, or it will show the custom text. In my example, I've added "CUSTOM TEXT" for reference.
To add or modify your custom text, click on the Modify Button (5).

By clicking the Modify Button, the "Modify Translation" Box (8) will show. Here you will be able to see the Default Value and Default Translation for the key selected, and you will be able to add your "Custom Translation" (9).

Please note: once modified, it can take up to 24 hours for the customization to take effect.

Now both "Review Family Members" and "Your Family Members" screens show the custom text:
