Symptom
- Error message displayed: ": Something went wrong. The user couldn't be activated or deactivated. Please try again. Correlation ID:***".
- Alert message: "Please enter a SAML User Mapping value" displayed in the EMAIL area when attempting to import inactive users.
- Issue occurs in SAC migrating from Neo to CF.
- Custom IDP enabled in SAC environment.
- No issue when importing active users.

Reproducing the Issue
- Log in to SAP Analytics Cloud (SAC).
- Navigate to Security -> Users page.
- Click "Show Former Interface".
- Select "Import Users" -> "Import Users from File".
- Click "Select Source File" and choose the file containing inactive users (e.g., user.csv with IS_USER_DEACTIVATED=TRUE).
- Click Create Mapping and check the mapping, then click OK.
- Check or uncheck the "Send email to existing users with updated information".
- Click "Import".
- Observe the error message: ": Something went wrong. The user couldn't be activated or deactivated. Please try again. Correlation ID: ***".
- Search for the user and observe the alert message "Please enter a SAML User Mapping value" in the EMAIL area.
- No issue occurs when IS_USER_DEACTIVATED is set to FALSE.
- In the New User Interface, the same error occurs in the custom IDP environment.
Cause
The issue is currently under investigation by the development.
