3694385 - Unable to remove an Assessment Package from Job Requisition

Trying to  remove an Assessment Package from Job Requisition generating the error below after saving:

"Cannot delete assessment, as the selected assessment has some orders initiated. Please try later, when there are no initiated orders"

SAP SuccessFactors Recruiting Management 

That occurs as long as there is a candidate who was involved in the assessment.
The assessment does not need to be currently initiated, even if its status was previously 'Initiated' and then 'Completed,' the package cannot be removed
