3694393 - Token list is empty when editing Notification Templates

Symptom

While editing the notification, no tokens are displayed in the Token list. This happens for Legacy and New template editors.

Reproducing the Issue

Open email notification template ID - e.g. AssessmentProcessAdministrator
Edit and go inside messages
Click on Token or launch editor
Token set is empty

Cause

According to Engineering analysis, all templates that share the following token sets won't display the tokens because these are no longer supported within the application:

ASSESSMENT_PROCESS
IDP_PROCESS
INITIATIVE_PROCESS
REVIEW_PROCESS
