The user does not have the required business catalog assigned to their user profile to access the application.

Ensure the business catalog "SAP_SD_BC_BIL_DOC_RETRO_PC" is assigned to the user profile to enable access to the application "Create Credit Memos and Debit Memos - Retroactive Billing".
