When trying to upgrade to Talent Intelligence Hub, the migration job fails with an error:

Reproducing the Issue
- Initiate Talent Intelligence Hub upgrade.
- Migration job fails with error.
Cause
The error is caused by updating or autosaving of PM forms containing competency section; PM forms can be saved manually by end users or via import / API update.
Resolution
To resolve the error, please run the job again and plan it at a timespan, when the system is not actively used by end users to make sure that there is no PM form with competency section getting updated, while the TIH upgrade is running.
Before running TIH upgrade, please make sure to temporarily stop all the PM related import jobs or API integrations in the system, not to trigger PM forms update.
