Symptom
- When adding an ad-hoc approver on a Statement of Work (SOW) line item, the system defaults to requiring both approvers instead of any approver, even when "any" is explicitly selected.
- This behavior occurs consistently across multiple SOWs.
- The issue is not related to user roles, as both the original and ad-hoc approver share the same role and spend authority.
