3696613 - Not able to access catalog service while creating on-premise API Provider

Symptom

When setting up an on-premise API Provider in SAP API Management that connects to a Netweaver Java backend, you are not able to reach the catalog service.

This happens despite the connectivity test in API Management having a successful result.

When trying to access the APIM Catalog URL, an error similar to the one below could be seen in the browser:

<server name> server IP address could not be found.


When creating an API Proxy with the affected Provider, an error similar to the one below can also be seen in the UI:

Access to Service is Forbidden. Contact the backend service owner.
