3696650 - Error "cannot delete a node with leaves in an active standard hierarchy" during standard cost center hierarchy import in S/4HANA Cloud Public

Error message: "Cannot delete a node with leaves in an active standard hierarchy" encountered during the import of standard cost center hierarchy in Manage Global Hierarchies app. 

SAP S/4HANA Cloud Public edition. 

1. Access the Manage Global Hierarchies  (ID: F2918).
2. Export the cost center hierarchy from Standard cost center hierarchy (Hierarchy ID: 0001 or 1) in the Customizing system.
3. Import the exported hierarchy nodes file into the Test system.
4. Observe the error message: "Cannot delete a node with leaves in an active standard hierarchy."

This error arises due to restrictions on the standard cost center hierarchy (Hierarchy ID 0001 or 1). The system does not allow deletion or modification of primary nodes within the active standard hierarchy, which is a pre-delivered SAP object and protected by design.

During the import process, the system attempts to reconcile the imported hierarchy with the existing one, which may involve actions such as deleting or restructuring nodes. However, these actions are not permitted for the standard hierarchy if nodes have cost centers assigned.

• Cost Center Standard Hierarchy 0001 is created automatically when creating the first cost center.
