3696907 - add learning button not visible in latest experience of performance management forms

• The "+ Manage Learning" button in the Development Goals section of the Performance Management form does not display correctly when the browser window width is reduced.
• Instead of the label "+ Manage Learning", three dots appear, and clicking on them does not open the "Add Learning" dialog.
• The issue does not occur in the legacy version of the form.
• The issue is reproducible across different browsers (Edge, Chrome, Firefox) and screen resolutions below 1400x1050.

SAP SuccessFactor Goal Management

1. Log in and proxy to the user.
2. Open the Performance Management form and navigate to the Development Goals section.
3. Attempt to add a learning activity by clicking on the "+ Manage Learning" button.
4. Reduce the browser window width until the "+ Manage Learning" label changes to three dots.
5. Click on the three dots and observe that the "Add Learning" dialog does not appear.

This is a Known Issue.

The fix for this issue is planned to be deployed on 1H 2026 release (b2605). 

Workaround

1. Set the screen resolution to greater than 1400x1050.
2. Alternatively, adjust the divider between the main form content and the detail panel to resize the panel, allowing the "+ Manage Learning" button to display correctly.
